NYC Police Department Police Laboratory

The New York City Police Department has unique career opportunities for qualified candidates for Criminalist positions at various levels in the Police Laboratory. Criminalist Levels are IA, IB, II and III. Criminalist Level IV is a supervisory position. A Managerial Criminalist position is also being sought.

Criminalists
Criminalists are responsible for examining, testing and analyzing work in the chemical and/or physical analyses of evidentiary materials; prepare reports of findings; confer with experts concerning evidence and its interpretation; testify as expert witnesses on evidence in trials or hearings. In addition, Criminalist Level IV positions will be responsible for supervising, overseeing, and acting as liaison with various District Attorneys’ Offices. Salary: IA $40,428 - Flat rate; IB $42, 950 - $50,950; II $51,399 - $70,722; III $64,075 - $84,407; IV $73,932 - $96,574.

Managerial Criminalist, Case Management, Training and Professional Development Section
Manages a professional staff engaged in evaluating the evidentiary and investigative value of evidence; training staff in scientific analyses of evidentiary material and specimens in the Controlled Substance Analysis Section, Criminalistics Section and Firearms Analysis Section, using accepted scientific methods, procedures, and techniques of laboratory analysis; and is responsible for formulating policies and procedures required for efficient operation of the Police Laboratory. This position reviews all new technologies and methodologies and makes recommendations on laboratory operations to ensure compliance with ASCLD/LAB standards; works closely with other Managerial Criminalists; and serves as key advisor to the Director and Deputy Director of the Police Crime Laboratory regarding prioritizing and managing casework and the professional development of laboratory personnel.

Minimum Qualification Requirements
1. A baccalaureate degree from an accredited college with specialization in criminalistics, forensic science, chemistry, biology, physics, biochemistry, or a closely related scientific or engineering field. 2. For positions above 1A, baccalaureate degree and a minimum of one (1) year full time experience in criminalistics or forensic science is required. One (1) additional year of experience is required at each higher level, up to level IV which requires four (4) years of experience in the above areas. An approved internship in criminalistics or forensic science may be substituted for one (1) year of experience. A master’s degree in one of the qualifying areas may be substituted for up to two (2) years of experience; or 3. A satisfactory combination of education and experience as described in “1” and “2” above.

For the Managerial position, in addition to the baccalaureate degree, four (4) years of full-time experience working in the areas described above is required, and must include eighteen (18) months of managerial/supervisory experience.

Criminalist
Salary Range: $50,694 - $83,364

Position performs specialized technical and scientific work in the application of advanced laboratory techniques in DNA analysis. Position is responsible for the formal reporting of and testifying to the findings of such analysis.

Requirements: Bachelor's degree in the natural or physical sciences. A Master's degree is preferred. Two (2) years experience in DNA analysis. Experience in DNA fingerprinting and PCR related DNA testing preferred. ABI 310, 3100 or 377 also preferred. Qualified applicants must have college level credit in genetics, biochemistry, statistics, organic chemistry and molecular biology (molecular genetics, recombinant DNA technology). College transcripts are required at time of application.


Latent Print Examiner
Salary Range: $43,005 - $63,538

Position performs specialized technical work in the field of latent examination and classification. Position is responsible for the classification, verification, recording, comparing and search of latent print information and related crime data.

Requirements: Bachelor’s Degree in forensic science, physical science, criminal justice, or related field. Two years experience that provides exposure to the fingerprint classification and latent print functions in a forensics environment. Basic Fingerprint Class or equivalent.

DNA Technical Leader

The successful candidate will be required to perform the duties of a DNA Technical Leader, as defined by the DAB Guidelines. This position will be responsible for creating and maintaining required ASCLD/LAB accreditations, as well as Quality Assurance Standards (QAS) for Forensic DNA Laboratories. Performs administrative duties and supervises the operation and development of the Crime Laboratory, including personnel and equipment. With limited supervision, conducts physical, microscopic, immunological, and biochemical analyses on evidence submitted and provides written reports based on the analyst’s interpretation of results. Provides expert testimony in federal, state, and local courts. Conducts training to appropriate individuals or groups. Additional responsibilities include conducting analyses and examining tissue and body fluids to detect the presence of blood, semen, and other stains; conducting DNA typing testing on human tissue to compare criminal evidence and samples of known origin; evaluating, interpreting, and documenting the DNA tests conducted and testifying in court as to the laboratory findings; reviewing work of other analysts; performing proficiency tests and other quality assurance duties; participating in continuing education programs; collecting, documenting, and preserving evidence; and, maintaining laboratory instruments.

Applicants must possess an earned Master’s degree from an accredited academic institution; or the equivalent in a biological, chemical or forensic science with earned credits in genetics, biochemistry and molecular biology or other subjects which provide a basic understanding of the foundation of forensic DNA analysis, as well as statistics and/or population genetics as it applies to forensic DNA analysis. As per the DAB (DNA Advisory Board) Guidelines and the FBI Quality Assurance Standards a DNA Technical Leader of a laboratory must have a minimum of three years of forensic DNA laboratory experience. Two (2) years supervisory experience in a Crime Laboratory is also preferred. Applicants must have exceptional communication skills (written and verbal), with the ability to generate and explain detailed scientific reports. The successful candidate is not directly tasked with arrest functions but may be required to obtain law enforcement certification as determined by the Assistant County Administrator for the Department of Public Safety. Other certificates and licenses may be required at the discretion of the Assistant County Administrator for the Department of Public Safety. General Responsibilities
Under the direction of the Director of the Department of Forensic Biology, the Deputy Director is responsible for specific subsections within the Laboratory. The selected candidate will assist the Director with formulating and implementing policies and procedures. Duties will include but are not limited to: Supervise and manage Assistant Directors to ensure that criminal casework and other laboratory functions meet turn-around-time and other operational goals and comply with appropriate laboratory, Federal and/or State quality standards; together with the Director manage departmental growth and technological changes; participate in the management of departmental interaction and collaboration with law enforcement agencies such as the District Attorneys’ Office and the New York City Police Department; participate in committees and working groups related to policy and best practices in the field of Forensic DNA testing; and directly supervise Assistant Directors in regard to time and leave approval, performance expectations and career development.

Minimum Qualifications
A doctorate degree from an accredited college in biology, biochemistry, immunology, molecular biology, molecular genetics, genetics, or forensic science, plus at least three years full-time satisfactory experience in a forensic biology, serology, biochemistry, or molecular biology laboratory, two years of which must have been in a supervisory capacity; and forensic science experience directly related to the responsibilities and activities of a forensic molecular biology laboratory, with at least 250 death investigations and documentable court testimony experience in at least 10 criminal cases; or a Master=s degree from an accredited college in one of the disciplines listed in A1" above, plus at least five years of full-time satisfactory experience as outlined above, three years of which must have been in a supervisory capacity; and the forensic science and court testimony experience described above. Preferred Skills: Seven years of forensic experience directly related to the responsibilities and activities of a forensic molecular biology laboratory. Strong competency in the technical administration of molecular biology laboratory. Strong working knowledge of accreditation standards and procedures which maintain ASCLD/LAB accreditation. Key knowledge of position standards and educational requirements in accordance to DNA advisory board standards. Strong competency in all aspects for forensic evidence screening and DNA typing. Strong interpretative experience with addressing technical issues for admissibility hearing using the Frye-Daubert standard of scientific evidence in court procedures.
